According to the official Google blog, the company must provide a new service called Google Knol where people can share their knowledge.

"Knol will include strong community tools. People will be able to make comments, questions, add content, and so on. Users will be able to evaluate a Knol or write a review of it. Knol will also include references and links to additional information. According to the discretion of the author, a Knol may display ads. If an author chooses to include ads, Google will provide the author of this substantial revenue from the ads. "
